Stormwater Best Management Practices Loans
This program facilitates low-interest loans to private and public entities for implementing environmentally responsible strategies for stormwater management.
Eligible Project Criteria
Detention basins
Grassed waterways
Infiltration practices
Pervious paving systems
Ponds or wetland systems
Soil quality restoration
Native landscaping
Rain gardens
Other practices that may be shown to improve or protect water quality
Additional Requirements and Information
Private entities use local participating lenders through a linked deposit arrangement, while public entities work directly with the Iowa Finance Authority (IFA).
The applicant must designate and have a commitment from the entity responsible for the long- term maintenance of the project.
Pollution prevention measures required in National Pollutant Discharge Elimination System (NPDES) permits are not eligible.
Holders of Municipal Separate Storm Sewer System (MS4) permits may fund practices not specifically covered by the permit.

No cash is required upfront.
Loan terms start from $5,000
Loan terms up to 20 years
Up to 3 percent fixed rate for the life of the loan
Can fund up to 100 percent of eligible project-related costs
Available through the lender of your choice
About linked deposit loans:
Under a linked deposit loan, the IFA works with local private lending institutions to provide assistance for water quality practices. The IFA agrees to accept a 0 percent rate of return on an investment and the lending institution agrees to provide a loan to eligible borrowers at 3 percent interest or less.
