Water Recreation Access Cost-Share Program

Funding provided for constructing or improving boat access facilities to Iowa’s lakes and streams.

Eligible Project Criteria

Development projects include, but are not limited to:

Boat ramps
Loading/off-loading docks
Boat slips
Parking lots for vehicles and trailers of boaters utilizing ramps
Access roads to ramps and parking
Rest rooms
Localized dredging
Shoreline protection measures
Signs and markers
Fencing
Lighting
Support facilities (sidewalks, utilities, landscaping, etc.)
Canoe/small boat access and parking
Renovation projects
Survey and engineering services
Diagnostic feasibility studies
Watershed protection and lake basin restoration

Acquisition of lands to be used for recreational boating/canoeing access

Additional Requirements and Information

In order for a project site to be eligible for a development grant, it must be under the physical control of the grant applicant, either by fee title, lease, management agreement or easement.

The project must have a cost share eligible estimate of $1,000.

The application must be submitted and approved prior to expenditure of funds by the local sponsor.

Approved projects are funded on a 75% state to 25% local cost share.

If a political subdivision is managing a DNR property under a long term agreement, the funding can be 100% state.

Sponsors wishing to furnish their own equipment and labor can receive 100% of the cost of materials for the project.

Projects can also be funded at 50% Federal Coast Guard and 50% Marine Fuel Tax if federal funds are available.

This is a reimbursement program.

Eligible Applicants

Political Subdivisions of the State of Iowa. Two or more local public agencies may join together to carry out a water access project; however, only one local agency will be allowed to serve as the primary sponsor.
